The Juvenile Justice(Care and Protection of Children) Act-A suggestion

The Juvenile Justice(Care and Protection of Children)Act-2000(Act-56 of 2000)was enacted to adopt a child friendly approach in the adjudication and disposition of matters relating to juveniles in conflict with the law based on the recommendations from the related UN Conventions in November 1989.
    The said act although deals with how to adjudicate, it is silent about defining what is " juvenile crime" in its section-2.The section-16 of the act only speaks broadly about how to deal with juveniles of up to 16 years of age and that for within the age group of 16 to 18.It is now high time to define that in the act.According to me crimes like RAPE,MURDER,ADULTERATION can not be done by a child in mindset.
